The Google map shows two towers but I'm sure Bill is right. Maybe they built a second as a backup or perhaps they were once directional. There is a graveyarder not far from here (KVEN-1450) that was once directional. See:

XEPE is very strong here. Broadcasting in Mexico can be a guessing game with their government operating as it does; lots of corruption and incompetence. Of course the FCC can be difficult to deal with too.
