At about 120 degrees from Cheju Island, you're off the back end of their patterns to Russia and China, Colin, and easily 6dB off the peak of the Japanese pattern (on air 1230 to 1345UT)

At the early hour you mention, I think they broadcast in Korean for more local consumption, possibly lower power, and maybe use the Russian pattern (?) which sends very little signal towards Hawaii.  The PAL doesn't have any info on this, and I can't winkle it out of the website (http://jfebc.febc.net/), so this is guesswork.

Anybody else with better knowledge (Bill Harms?)?
