[IRCA] West Coast TA alert

Getting some LW and MW TA activity, 0310 utc. 171 189 198; 999 1134 1566. 
1566 the best, playing R&R pops type music on the occasional fadeups. Wonder 
who that might be? Don't think I've heard anything TA on 1566 before (not 
that I hear much MW TA or TP here). Hope Walt and Nick are listening!
