Another thing to keep in mind is that comparing U.S. and Canadian FM powers is like comparing apples and oranges.
In the U.S., the quoted power of an FM station with a directional antenna is the power in the direction of maximum radiation. If a station radiates 50kw 350 degrees around the circle but 5kw for 5 degrees either side of due north, the FCC calls it a 50kw station.
In Canada, the quoted power of an FM station with a directional antenna is the average of the power in all directions. If the sample directional station above were in Canada, the CRTC would call it a 47.5kw station.
The Canadian FM engineering database does show the peak power. (the same figure the FCC reports) For CKKW-FM it's 5kw - maybe not enough to match their 10kw AM coverage but a lot better than 2.1kw!
