Another way in old Excel 2002 ...

Select
  the column or whatever range you want to format
  format
  cells
  number
  custom
Replace what's in the first box below the word "Type:" with hh:mm
Select enter and you're done.

Excel remembers this custom format, but only for this workbook :(

You must use a colon when entering data, i.e. 5:40, not 540, but that's
easier for me to remember than typing an apostrophe and sometimes a leading
zero. If you don't want the colon to display, use hhmm instead of hh:mm
above, but you still must use the colon when entering the data.
