Hey Paul:

I don't have a meter at their tx, so maybe they didn't do all 10 kw, but
it was dominating the channel for a while, so they must have ratcheted it
up quite a ways.  Their pattern day and night is SE, protecting a NW
Oregon station, so perhaps they were being creative with their phasing
pattern to get out more.  At any rate, I never thought I would hear them
since they have nothing directed my way.
