[IRCA] WLS slogan query

[Paul Crankshaw <paulc@xxxxxxxxxxx>]

Can someone tell me what this slogan from WLS is?  It sounds to me like 
"WLS P and Downtown" but that doesn't seem to make a great deal of sense.
