Radio Australia carries a great deal of content from its parent organization ABC. It can be hard to tell which programs originate from RA itself and which not.
There is nothing scheduled on the sparsely-used 21 MHz band in the range you mention at the time you mention which would be in English and possibly mistaken for Australia, and it would be unlikely to propagate here anyway.
Suggest you had some receiver image. The best RA signal at that time is on 9580.

Can anyone tell me if the Australian Broadcasting Corporation owns, operates
or buys time on a SHortwave relay somewhere around 21.50 to 21.55 mHz? I was
listening just before 8am central and heard definate Australian accents
followed by ABC News.
I was looking on their own website, www.abc.net.au but unless I know
specifically what service the signal is carrying or what territory it came
from, I'd be searching for it forever.
Any help is greatly appreciated.
