[IRCA] CJOY, CFDR, CIGM, CKBA all apply to move to FM

Four more Canadian AM stations have applied to the CRTC to move to
FM, as indicated below. In all cases they are the only AM station
presently operating in their market (I presume that all the Halifax stations
have completed, or are about to complete their moves to FM)

----------------------------------

CJOY-1460 Guelph ON has applied to move to FM:

The new station would operate on frequency 95.7 MHz (channel 239B)
with an average effective radiated power of 11,000 watts (maximum effective
radiated power of 30,000 watts with an effective height of antenna above
average terrain of 53.7 metres).
