[IRCA] WTWK 1070 Plattsburgh, NY

This morning, from 520 to 600 am, I heard WTWK "Eve 1070" talk from Plattsburgh, NY blending in with country CHOK from Sarnia, ON.
 
I don't see a PSA for WTWK on the FCC's AM Query. How much power do they run before sunrise?
 
They had a pretty good signal down here mentioning Plattsburgh and St. Albans, VT.
