WENE is a very directional signal and doesn't get to Ithaca, day or night. The area it serves, around Binghamton, is known as the Tri-Cities (Binghamton/Endicott/Johnson City) and sometimes as the Twin Tiers, but never the "Tri-State Area."
That name does apply to the area WNSW serves (NJ/NY/CT), and they are occasionally in English with music programming that fills hours that would otherwise go unleased. And they do give an EE ID on the hour even when they're in Spanish.
