[IRCA] Info on KQMS DX Test verifications

Via Martin Foltz, we have this update from Steven Mena at KQMS:

"I did receiver a number of letters from individuals participating in the DX
test. I apologize for my delayed response, but just haven't found the time
as of yet. I should have some available time in the near future to write
back.

Thank you, Steven Mena"

So once again, we're asked to be patient. Thanks to Martin for getting this
update for us.
