Quite possibly a noise originating elsewhere and coming into the
building via the mains. Cut the main breaker and take the ULR either
right to the breaker box, or, if it's at ground level, the place
outside where the power comes in. If I'm right on this, you'll hear the
same noise with the radio close to one or both of these places. When
you open the main breaker, then all of the house wiring becomes an
antenna for it.
