I can not speak with any authority on what the FCC
does or does not do, but I will say that it is my
understanding that they look at the effect of the
interference being caused. If an 'unlicensed' station
causes interference to aircraft, ships, emergency
services, etc. then they will go after it immediately.
If not, then it's a question of available staffing and
when they can get to it.
