[IRCA] 560 WQAM Miami with OC

Since 0640 12/21 UTC WQAM 560 in Miami, FL, has been running an open 
carrier.  Coming through over that carrier has been Radio Rebelde, 
presumed Moa, Holguin, Cuba.

WQAM, which usually runs IBOC during the day, has not run it at night 
since a brief trial in October.

It is now 0735 and no change from OC.
