Re: [IRCA] UNID Venezuelan(?) on 1170

I'm basing the Venezuela guess on the several mentions of Venezuela,
and what sounds like the PSA about halfway through the clip with about
2 or 3 mentions of Venezuela.  I do have a Colombian station logged
here from about 20 years ago, but my guess is still toward a
Venezuelan, and I'm doubting its a domestic.  But my sapnish just
isn't good enough to pull out an ID or a clue to a location, even
through I put in a lot of time in tropical band DXing when I was
younger.  :(
