[IRCA] NE Oregon TAs, Friday night

I wasn't expecting to get anything for TA reception tonight, after reading 
Craig's useful propagation reports for Friday. But LWBC prduced best audio 
on 162 France at poor/weak level, with 189 at poor level and 198 at poor 
level, in the 0300-0500 utc range.
MW only produced some poor to weak hets--783, 909, 927, 1053, 1062, 1089, 
1116, 1215, 1557 in the same time period.
