[IRCA] France 1377 weak audio and others

think things are quieting down....mostly mysteries now.

More talk on 1089, likely Talksport, but it's not a format that's 
easy to ID via webstreams unless pretty strong.

FF talk a couple of times on 1377 but nothing to ID it with...yet.

1512 had brief audio again this evening...and 1017 
earlier.   Carriers on every channel pretty much in the 700's and 800's.
