[IRCA] TWO QUESTIONS

1. I may have missed it, but while I have seen it alluded to, I do  
not recall seeing a specific explanation as to why why AM stations  
cannot be both stereo and IBOC.
2. I have seen quite a few regionals (ex-5kw) up their daytime power  
say to 10kw. Invariably, they drop their nighttime power from 5kw to  
something like 4.6kw. It's not the rule but it has happened often  
enough for me to note it.
