My bet would be KHPY/1670 in Moreno Valley CA.  Last time I listened to them, they were SS.

This evening at 2355 EDT tuned to 1670 with KNRO Redding, CA very strong. A station underneath is being heard, sounds like a foriegn language with a woman shouting. Hard to phase KNRO with the NW-SW Ewe. Their signal is S-9+40 db phased. Any ideas?
