[IRCA] TA carriers in August

A first for me,but I'm definitely hearing TA carriers as I type this 
(0410 UTC), on about a dozen frequencies, with 1215 and 1377 being the 
strongest.  No sign of any audio, but some of the carriers are pretty 
respectable.
