[IRCA] TIS WQCA 312 1610

A new TIS station heard on 1610,  WQCA 312 City of Gresham, Or.  Fair signal at 1845 EDT.  Long 15 minute loop, even NOAA weather forecast  given.  Not very good audio, but decent signal.  18 miles away, across the Columbia river.  New one here.
