[IRCA] Signal on 1610

["Ira Elbert New, III" <ien3@xxxxxxxxxxx>]

    What could I be hearing on 1610 here in Watkinsville, GA? I was under 
the impression no one was on 1610 anymore. Our local emergency station is 
off the air and I'm hearing something there. Any ideas?
