[IRCA] FCC Goes After California TIS

What I would like to know is, will the FCC start getting on
the cases of owners that rebroadcast NOAA weather radio?

Seems to me the FCC is everywhere and nowhere. If I weren't
a law-abiding person, I'd set up a pirate station right now.
