[IRCA] San Diego/Tijuana update



The 620 station is XESS, nominally licensed to Ensenada but clearly
operating as a Tijuana station.  During the day they get winged by KOGO's
IBOC.

I don't listen to XEC-1310 very often.  I think they might still play some
NOS at times, but maybe not oldies anymore.  I think I mostly hear talk on
that station these days but I'm not 100% sure about that.

I forgot to mention that XESURF-540 seems to be running locally these days,
at least at times.  I hear them using the slogan "San Diego's 5-40 country,
the zoo."

I've also noticed KBLU getting out less to the E and W in recent years...
yet they and the other Mexicali/San Luis/Yuma stations are generally still
quite strong in Palm Springs.
