[IRCA] Rainier OR TIS

After my trip to Portland over Hy 30, I can say there are no TIS/HAR
stations operating in or around Rainier OR. On my way back drove Hy26
back to the coast and went through Elsie. 1610 had their carrier on, at
Camp 18, but no audio. 

On a side note, KOHI is very weak for even a 1KWer in St. Helens. The
audio on the talk show was distorted and the station does need some
work. It is a shadow of what it once was. I was surprised. I am more
surprised I can even hear it at all on the coast!  Yesterday they were
S7 on the Eastern beverage.
