Maybe the information in CDBS is incomplete. It looks to me like KCIK 
was never granted a license to cover, and the original CP was issued in 
May of 2001, so KCIK appears not to be a former class 4 station, and 
there is nothing to grandfather. They are still listed on CP, which 
expired in May of 2004...

I'm still confused. Maybe somebody can explain what all this REALLY 
means. Like, for example, whether KCIK is operating illegally?
