 We reprobates did just that, post Hurricane Bob. Quickly waded into warm 
late-summer waters, reset docks as winds subsided, prior to P-3 overflight. 
That's right. P-3. 
 
State aparats, ever hostile to property rights, stated, during storm 
approach, NOAA P-3 to overfly RI waters checking unpermitted reconstruction. Did this 
appeal to our inner paranoiacs? Yes. Did we take delusions seriously? Yeah.
 
Did delusions come to fruition? Of course. Docks secured, hauling boats & 
anchors, overhead buzzes P-3, no more than 500 feet. Charming.
 
  Wanna fixa you dock w/official permission? Wait five - ten years, pay >$50K 
for engineering/water flow/sham studies. Endless 'meetings' at which cranks 
gainsay your plans. Disgrace & public shaming all part of 'process'.
 
Fix w/o permission? Do it, during late autumn week days, when prying eyes are 
scarce. Caught? Pay fine - couple hundred bucks.
 
Could go on and on. Won't. Simply put, eco-regs contained in book w/Red 
cover. Fitting. RI being RI, one enforcement official chuckled & offered fine 
counsel: "'Tween you'n me, Paulie, nunna this don't mean squat."
 
Wise words from one expert in his field. Deeply appreciated by evil property
