Indeed, there have been other instances where the military has set up AM/FM transmitters in the US.

There are currently TIS type operations at some military bases, such as the one on 1500 at Fort Lewis WA.

At one time, there was a large network of AFRS stations across Alaska, including some within earshot of commercial stations.

Also some stations past & present on small US-owned islands out in the Pacific, though they are ones controlled by the Defense Dept or some other federal agency and so isolated that it wouldn't make sense for the FCC to get involved.
