[IRCA] TPs for 04-16-07

Listened from 1204-1310 ut.  Many level 3 carriers heard. Stations with
audio improving as sunrise approaches.

279          Russia. Radio Rossii 1204 good signal Russian talk.

774          Japan, JOUB 1223 weak with man in Japanese.

828          Japan, JOBB weak with man in Japanese.

1206        China, 1227 weak briefly then gone.

1377        China, 1258 CNR1 weak // 4460. faded, through splash sounded 
                like pips TOH.  Can back on 1302 still weak.

1566       Republic of Korea, HLAZ 1241 fair signal.

1575       Thailand, 1310 moved from level 6 carrier to very weak with mx.
