All of this discussion finally forced me into further investigating the
capabilities of my existing equipment. After several hours of
experimentation, and with the addition of a spare Sangean VersaCorder
for use as a playback deck, I successfully figured out how to use my
WebTV Plus unit to convert a portion of a cassette recording into a wav
file. Now that I have the equipment set up, and the method figured out,
it should actually be a simple task to perform in the future.

The caveat is that WebTV limits audio files to one 30 second wav file
attachment per e-mail. Similarly, they limit photo attachments to one
photo or postcard size scan per e-mail. So I will have to be very
selective in picking out the best 30 second segment to highlight a
particular reception.

I did successfully e-mail a 30 second segment of the recent KMTI test
(including an audio ID and a Morse ID) to Les and he reports that he
received it 'loud and clear'. Not the best setup but it is a step
forward for me with no additional expenditures. Thanks again for
everyones help and suggestions.
