[IRCA] NE Oregon TPs Friday morning

1566 HLAZ was definitely stronger at 1230 utc compared to 1229, but wasn't 
as good overall as yesterday. Other hets, some strong, but no audio. LWBC on 
153, 180, 189, 279 medium at times.
