[IRCA] TPs for 3-31

TPs were very poor when I got up at 1230 UT with  carriers on 594, 693, 747, 774 972 and 1566 and no audio.  That changed around 1255 when the band started to come alive with many more carriers and 4 with audio.
 
594   Japan with fair audio 1308,
693   Japan with poor audio 1316.
972   Audio just above the noise level.
1566  In well with the best audio since last fall.
