You've spoken well. But the FCC is probably not going to pay any attention
to CRTC on this one.
ITU DOES allow for digital, or at least DRM as in Europe.
Canada isn't likely to quit its transborder agreements concerning directional
patterns or frequency coordination.
But Mexico is a different case. Mexico tends to have a resentful attitude
toward the US.
I expect Canada will fool around with IBAC, too; and then drop it when it
turns into a horseturd.
