 Until convicted of good intent, many see this as the goal from the outset. 
As you note, and as stooge-radio promoters protest just a wee excessively, 
jamming the spectrum at night requires but a few well placed stations. 

Jam first, seize control second, require payment and licensing third. Nice 
biz 'model'.
 
  Otherwise, why else did TeamBLOC push for 24/7, beyond all other demands?
