reporting interference? It was carefully drafted by all those who stand to 
rap...loot...here it is:
 
1. accept report.
 
2. screw facial expression into 'constipated' look of feigned empathy.
 
3. wait until reporter departs
 
4. discard report
 
5. indict noise reporter for willfully filing false noise complaint. secure 
him jail time.
 
As we know, straight from stooge-radio's "Gimme money, now!" wunderkind:
