[IRCA] TPs for 21 March

Well the excellent solar numbers haven't translated into excellent TP 
reception, at least here in Alberta.   Signals seemed marginally down on 
yesterday, and carriers are fewer in number.  Only audio noted was from 
Japan on 693.   Rather oddly, beyond the big Japanese frequencies, 1521 
has the strongest carrier.  Perhaps you guys on the coast are soaking up 
all the signal again!
