This is a flaw in the iBiquity non-marketing strategy because the
public is and will continue to be massively indifferent. People will
not go for HD radio receivers, so HD on AM will likely fail in the
marketplace.
Current AM listeners will either continue to listen to their stronger
local stations in analog as long as there is analog. When/if analog
goes away it will be too late because those listeners will go somewhere
else.
And the portion of the IBOC-enabling rules which seek to preclude suits
by stations will also likely fall inasmuch as it is a unilateral
contract where all of the power is in iBiquity's hands; and also as it
violates due process.
