[IRCA] TP 28 Feb

Conditions down on yesterday, though I might have been listening too 
late at 1430UT.  A quick earlier check seemed to show a livelier band.

Only audios were 594 774 828 and 1566, all in varying degrees below 
the splatter level.   639 was barely in with audio briefly.  Only 
thing unusual was weak carriers on 1611 and 1629.
