[IRCA] Fornat Change local HAR station &TA hopes

The local HAR station in Ridgefield, WA now is carrying the National Weather Service broadcast out of Woodland, WA.  Gone are the driving tips for winter driving in the Pacific Northwest.  If I phase the fence and Active whip antennas just right, Portland International airport can be heard with long term and short term parking information.

Now have the EWE aimed NE in hopes of some TA action tonight.  Just a couple of weak level 2 carriers at 0240 ut on 1206 &1215.
