[IRCA] NE Oregon TPs Feb. 13

531 had poor/weak Asian audio at 1450 utc but soon went away. Conditions 
switched to the high band with poor/weak audio on 1422, 1503, 1593 at 
1510-1515 utc. LWBC Far East Russia was poor today.
