[IRCA] WALE-990 running Jazz

WALE-990 in RI is simulcasting the 102.7 smooth jazz station in
Narragansett, RI.  The SS programming may be gone, or it may be back.  With
this group, nothing is certain.  I have also noticed a fer instances of dead
air, like a receiver muting for a second or two.
