[IRCA] not TP 29 Jan

A "who turned out the lights?" morning.

At 1530UT, 3 carriers at any strength at all: 1566, 1134 and 972; a 
few other wispy ones mostly above 1400 kHz.   NHK2 stations would 
have been off the air,  but judging by the lack of any signal on 594, 
suspect they would not have been doing well.
