OK, I see what happened ... the second http address, bracketed by < and > was not typed by me ... it was added automatically when I hit "send message." It'll work if you use only the part before the first bracket.

  When I plugged in the address from your copy, I got the same "falló la consulta" message but I just hit http://www.cdi.gob.mx/index.php?id_seccion=1022<http://www.cdi.gob.mx/index.php?id_seccion=1022<http://www.cdi.gob.mx/index.php?id_seccion=1022<http://www.cdi.gob.mx/index.php?id_seccion=1022>> and got the XEQIN website without problem.

  Cut everything after =1022 in what's below and you should be OK.
