[IRCA] TP 23 Jan

A little less lively this morning (meaning not very lively).  Only 
audio was on 828 and barely readable.  Was better at 1450UT than 1535UT.

Still not much beyond a carrier on 1566, but carriers on odd channels 
like 1404 and 1494.
