[IRCA] KVAN-1560 is now on the air (I think)

Right now I'm getting a station on 1560 with satellite oldies, IDing as 
"Oldies 92.1" and "Eastern Oregon's Goodtime Oldies".  It's been 
dominating the channel on the K9AY with KNZR phased down.

This is apparently KVAN Burbank, WA, relaying KLTB-92.1 in nearby Pilot 
Rock, OR.  The slogan and format match KLTB.

According to the FCC website, KVAN's day and night patterns are aimed 
towards Spokane with deep nulls towards Bakersfield.

I'll see what they say at the top of the hour.
