[IRCA] 1360 station off frequency

There is a station on about 1359.85 which is audible on the East 
Coast of the USA.  I have gotten bits and pieces of audio from it a 
few times.  It seems to loop to the South and Southeast.  The audio 
sounded Latin, but my ears could be playing tricks on me.  Has anyone 
else heard this?
