[IRCA] KLDY now Spanish

Another format change:

KLDY-1280 in Lacey, WA is now Spanish //KBRO-1490/KNTB-1480.

The stations owner passed away about 2 years ago.  He had been operating 
it and KBRD-680 as a hobby of sorts.  KLDY mostly ran classical music, 
and KBRD was mainly pop tunes from 1930-1960.  From what I gather, it 
was quite an eclectic operation.  Both stations were deeded over to a 
non-profit foundation after the owner died.  The foundation in turn 
decided to sell KLDY to raise some needed cash to keep KBRD on the air.
