[IRCA] Cuban broadcasts

Castro traditionally broadcasts a message to the people on New Years Eve
to mark the anniversary of the January 1, 1959 revolution that brought
him to power. However, media sources are reporting that a message from
him was broadcast Saturday night and was read by a newscaster on the
Cuban radio and television networks. It is uncertain if he will
broadcast tonight. If he does, I would guess that all Cuban radio
services would be operating at maximum power during such broadcasts.
That might explain any unusual signal strength noted from Cuba on
Saturday night.
