[IRCA] 1580 question - Is anyone currently off-frequency?

Is any station on 1580 currently operating
off-frequency? CKDO's owner is wondering, checked his
own station to see if it was OK, and it was. He has
noted on CKDO fringe coverage area one other station
slightly off-frequency, by about 25 Hz, causing some
interference to CKDO's fringe area at night.
